International Appointments Bulletin: 23 July 2026

Commissioner Edward Hill

Chief of the Staff Commissioner Edward Hill shares the latest appointments bulletin from International Headquarters.

It is my privilege to share with you information regarding international appointments and promotions proposed by the International Appointments Board and approved by the General.

Effective 1 August 2026

Majors Wilson and Besnart Chiwoya, officers of the Zambia Territory, currently serving respectively as Secretary for Business Administration and Territorial Home League Secretary in the Uganda Territory, are appointed as Chief Secretary and Territorial Secretary for Women’s Ministries, Uganda Territory. They will take up their new appointment responsibilities with the rank of lieut-colonel. They will succeed Lieut-Colonels Emmanuel and Irene Sichibona, who have been given medical leave.

Effective 1 January 2027

Majors Robert and Jantje (Jolanda) Fennema, officers of the Netherlands, Czech Republic and Slovakia Territory, currently serving as Divisional Leaders in the Eastern Europe Territory, are appointed as Chief Secretary and Territorial Secretary for Leader Development, Eastern Europe Territory. They will take up their new appointment responsibilities with the rank of lieut-colonel.

Lieut-Colonel Paul and Major Wendy Hateley, officers of the Australia Territory, currently serving respectively as Secretary for Communications/Editor-in-Chief and Area Officer, Metro Central, Victoria Division, in that territory, are appointed as Chief Secretary and Territorial Secretary for Women’s Ministries, Papua New Guinea and Solomon Islands Territory. Major Wendy Hateley will be promoted to the rank of lieut-colonel. They will succeed Lieut-Colonels Garth and Suzanne Stevenson, who will return to their home territory to take up new appointment responsibilities prior to their imminent retirement from active officer service.

Captain Pierre-Alain César, an officer of the France and Belgium Territory, currently serving as Assistant Under Secretary for Europe, International Headquarters, is appointed as Private Secretary-designate to the Chief of the Staff, International Headquarters, effective 1 November 2026, to become Private Secretary to the Chief of the Staff, International Headquarters, effective 1 January 2027. He will succeed Major Wendy Mouland, who will return to her home territory to take up new appointment responsibilities.
