A card resource designed to help youth workers facilitate preventative and meaningful conversations with young people aged 12–17 about exploitation, county lines, and personal safety.
Developed collaboratively between The Salvation Army’s Street-Based Youth Work Network, the Children & Youth Department and the Anti-Trafficking and Modern Slavery Department, this resource was a response to the rise in young people being affected by county lines and exploitation.
The questions in this resource encourage young people to reflect on their local surroundings, consider potential risks, and explore safe responses. The cards are structured to support open dialogue, allowing young people to share as much or as little as they feel comfortable, and are intended to inform and empower.
This online training course is designed to ensure the safe, informed, and effective use of the resource.

Training dates
- Thursday 30 April: County Lines and Exploitation (Session 1)
- Thursday 7 May: A Response – Way In, Way Out (Session 2)
Session 1 is facilitated by The Salvation Army’s Addictions Department and is open to all leaders and volunteers who want to deepen their understanding of county lines and the exploitation of young people.
Session 2 is for those who have attended the first session, have existing relationships with young people, and wish to use the 'Way In, Way Out' card resource. Attendance is required to receive a copy of the resource and guidance on using it effectively in your work with young people.
